You can tell a reason from an excuse by whether you felt relieved afterwards.
An excuse is a sentence that leaves you relieved — and that's the suspicious part. A reason doesn't feel good, it just holds. "I don't have time," "it's not possible right now," "once things settle down" — each of them can be the truth or an escape, and from the inside they look the same. You can only tell from the outside: give it a concrete date and watch what you do. That answers you within a day.
